A dark place with comfortable chairs, good music, and a good selection of liqours, so as to make just about any call drink asked for..... a vague answer, but it is a pretty vague question.

Then again, it could be well lit, have comfortable seating and have a good liqour selection so as to make just about any call drink requested and it would still be a cocktail lounge.
I guess it has a lot to do with the liqour selection and the seating.
